Any construction, use, change in use or other development requires an approved site plan except for certain exempt activities including single-family detached dwellings on lots with not more than two dwellings, two-family dwellings on vacant lots, accessory structures, agricultural activities, changes not requiring additional parking or ingress/egress, and religious assemblies of 200 or fewer persons.
