Resource extraction of minerals is allowed if: ... b. The use is not located within one thousand (1,000) feet of any residential zone boundary, school, public park, or child care center; c. The use is enclosed with a Type C bufferyard; and d. The use does not involve blasting or other activities that create vibration or noise in excess of the city's noise ordinance standards.
