Grading

  The amount of the guarantee shall be calculated on the basis of one dollar and fifty cents ($1.50) per square foot of disturbed area.

  A grading and excavation permit must be obtained prior to any person undertaking any earth-disturbing activity... if the area of the activity is: (a) More than four hundred (400) square feet of surface area;
