A residential lot grading plan shall be required prior to issuance of a building permit for construction of a single-family detached, single-family attached, or duplex dwelling on a vacant lot, or an addition disturbing 2,500 sq ft or more.

A residential lot grading plan shall be required prior to issuance of a building permit for any of the following: (a) Construction of a single-family detached, single-family attached, or duplex dwelling and its related uses and structures on a vacant lot. (b) Construction of an addition to a single-family detached dwelling and any accessory structure where 2,500 square feet of land or more will be disturbed thereby.
