From the ordinance
Development on slopes of greater than 35% shall be prohibited, except for the following: Access roads and driveways, provided that they are designed to minimize grading. Utility lines, provided that they are installed in a manner that minimizes disturbance. Recreational trails, provided that they are designed to minimize erosion.
