Lighting

  • Lighting spill restriction

    Any lighting attached to the exterior of the mobile food unit or used to illuminate the menu boards or customer waiting areas adjacent to the mobile food unit shall be provided with fixtures that do not produce light spill onto adjacent properties or into the night sky.

Noise

  • Music volume limit

    The volume of any background music played from the mobile food unit shall be limited so as not to be plainly audible beyond the property boundaries of the site where the mobile food unit is located, or at any distance of 100 feet from the mobile food unit, whichever is less.

Other

  • Administrative permit required

    The operation of mobile food units when permitted by a specific zoning district shall be permitted by an administrative permit approved by the zoning administrator.

  • Only in business and industrial districts

    Mobile food units shall operate only on developed and occupied property within the business and industrial zoning districts.

  • Business license required

    The applicant shall provide a copy of a valid City of Franklin business license.

  • Cease operations by 9pm

    Will cease operations by 9pm excluding events on private property where residents host food units as the catering vendor.

  • Hazardous liquids containment

    Any greywater, fats, oils, grease, or hazardous liquids generated in the mobile food operation shall be contained within the unit and transported off the property for proper disposal.

  • Health permit required

    A copy of a valid health permit from the Virginia Department of Health.

  • Inspection required

    A copy of an approved inspection from the City of Franklin Department of Community Development Department or the State Fire Marshal.

  • Maximum mobile food units per year12 units

    The City will limit the number of operational mobile food units to 12 per year.

  • Not in public street right-of-way

    Unless otherwise approved, mobile food units shall not be parked in or operated from a public street right-of-way.

  • No obstruction of pedestrian/bicycle access

    Mobile food units shall not obstruct pedestrian or bicycle access or passage, impede traffic or parking lot circulation, or create safety or visibility problems for vehicles and pedestrians.

  • Trash disposal responsibility

    Trash receptacles... shall be positioned and conveniently for disposal of all trash, refuse, compost, and garbage generated by the use; disposal of all trash, refuse, compost, garbage generated by the use shall be the responsibility of the mobile food unit.

Setback

    Mobile food units shall be parked at least 100 feet away from any residential dwelling.
