the town requires the dedication of land and construction of a 5' sidewalk on the property in the B-1, B-2, and B-3, R-1, R-2, and R-3 zoning districts being subdivided or developed when one (1) of the following applies: 1. The land fronts on an existing street; 2. Is adjacent to an existing sidewalk; 3. Is reasonably required by the proposed development, or 4. Is in the adopted comprehensive plan.
