- Agreement and security for improvements
the Zoning Administrator may require that there be executed by the owner or developer and submitted with the application for a site development, construction or building permit an agreement to construct such physical improvements as are shown on such approved plan. Such agreement shall be accompanied by a security package acceptable to the County in the amount of the estimated cost of those physical improvements that are not otherwise secured in their entirety with the Virginia Department of Transportation.

Prior to the issuance of a site development, construction or building permit for clearing and grading or for the installation of the physical improvements and facilities shown on an approved full site plan or minor site plan, the Zoning Administrator may require that there be executed by the owner or developer and submitted with the application for a site development, construction or building permit an agreement to construct such physical improvements as are shown on such approved plan.
