A sign permit may be considered a license to proceed with the work specified in the permit. Such permit shall expire and become null and void, if the work authorized under such permit is not commenced within one (1) year from the date of issuance of such permit, or if work is suspended or abandoned for a period ninety (90) days or more at any time after the work has commenced.
