The concurring vote of three members of the board of zoning appeals shall be necessary to effect any variance from this appendix.

In authorizing a variance, the board of zoning appeals may impose such conditions regarding the location, character, and other features of the proposed structure or use as it may deem necessary in the public interest.

The board shall authorize a variance only if it makes all five findings: (A) strict application would produce undue hardship; (B) hardship not shared generally; (C) not substantial detriment; (D) condition not general; (E) variance is minimum necessary.
