• Certificate of occupancy requires site plan certification

  No certificate of occupancy shall be issued for a building constructed on a site which is subject to the site plan requirements of this ordinance until a written certification has been submitted ... certifying that the site construction substantially conforms to the approved final site plan.

• Final site plan notes for CBPA districtZoning districtA mapped area with one set of rules, identified by a code like R-1 or B-2.

  For property which is located in the Chesapeake Bay Preservation Area District, the final site plan shall contain the notes required by the regulations in article X, chapter 26 of the City Code.

• Final site plan statement for Fentress Airfield overlay districtOverlay districtA second set of rules laid over the base district, adding requirements without replacing it.

  For property located partially or wholly within the Fentress Airfield overlay district, the final site plan shall contain a statement as follows: 'This development is located partially or wholly within an aircraft noise and/or accident zone and may be subject to above average noise levels or to aircraft accidents.'

• Owner certification required for final site plan

  All submittals for final site plan approval shall contain a certification by the owner, applicant or authorized agent that to the best of his knowledge, the application is complete and accurate.

• Phase I environmental site assessment required for certain uses

  A phase I environmental site assessment ... shall be required for every proposed development that involves any land disturbance for residential, assembly, day care, group home, recreation, school, library, or similar use where exposure to contaminated soil or water would pose a threat to the public health, safety and welfare

• Phase II environmental site assessment may be required

  Where deemed necessary, the director of public works or designee shall require a phase II environmental site assessment, as specified in the Chesapeake Public Facilities Manual.

• Preliminary site plan approval standards

  The designated agent shall approve a preliminary site plan if it finds that the plan meets all of the following standards: conformance with zoning ordinance, comprehensive plan, public health/safety, etc.

• Site plan approval required prior to building permit

  Where a site plan is required under this zoning ordinance for the construction or structural alteration of any building or structure or the development or modification of any land, no building permit shall be issued for such activity until the required site plan has been approved.
