From the ordinance
Prior to approval of the site development plan, the applicant shall execute an agreement to construct required or proposed improvements within public rights-of-way or easements or any such improvement connected to any public facility. The applicant shall also file a performance guarantee with surety acceptable to the County in the amount of the estimated cost of the improvements plus 20% contingency, as determined by the Zoning Administrator.
