The term 'immediate environs' shall include the bed of any such stream and the land on either side thereof to a distance of 15 feet from the edge of such at mean annual flow level.

Within the immediate environs of any stream designated in section 30.5.2, no person shall commence any use involving the construction of any structure, the cutting of any living tree over six inches caliper... except as follows...
