Design
- Façade articulation
No façade segment facing boulevard/avenue/pedestrian passage/civic space may exceed double building height without break; through corridors: four times building height.
- Façade materials
Permitted and prohibited materials per Table 10 (e.g., natural stone, brick, stucco, concrete, glass, metal, wood, tile, synthetics).
- Mechanical/service/loading screening
Refuse, mechanical equipment, loading docks, outdoor storage must be screened from view from streets and civic spaces.
- Structured parking design
Ground story of structured parking must have non-parking uses along at least 2/3 of street façade in Core character area except through corridors; vehicles screened from streets; sloped ramps not on perimeter.
Minimum ground story transparency measured between 2 and 12 feet above sidewalk; upper story transparency per floor.
Lighting
- Lighting requirements
Exterior lighting max 2000 lumens; light levels max 0.5 foot-candles; color temp 2000-3000K; pole fixtures dark brown/bronze/black, max 20 ft; decorative lighting in Edge character area unlit 11pm-dawn.
Other
- Affordable housing requirement
Each development with 5+ residential units must comply with Comprehensive Plan and Housing Albemarle policy; additional 5% affordable units may qualify for one story height bonus in Core and Flex.
- Bicycle parking design
Facilities must allow locking of frame and wheels, be anchored, solid construction, etc.; areas must have lighting, clearance, be marked, on paved surface with slope ≤3%.
- Civic space requirement
Each development must devote minimum percentage of gross acreage to civic space (per Table 11); civic spaces must be dedicated to County, provide public access 12 hrs/day, etc.
- Loading requirement
No loading facilities required; if provided, must be to rear/alley side.
- Long-term bicycle parking
Long-term bicycle parking must be covered and within locked room, fenced area, view of attendant/security, or visible from work areas; residential may be within units; non-residential may be off-site within 300 ft.
- Parking area landscaping
Large trees (2.5" caliper) must align perimeter of parking areas at least every 40 feet; at least one tree per 10 spaces in interior.
- Planting requirements
All trees from Recommended Plant List; at least 5 species with no more than 20% one species; at least one large tree per 10 parking spaces; no grading impact >25% CRZ; landscape plan by licensed professional.
- Short-term bicycle parking
Short-term bicycle parking must be visible from bikeways, within 50 feet of main entrances, on public access level or outside; may be on sidewalk with 5-ft clear zone.

- Parking modification
Increase in required maximum parking spaces allowed if study demonstrates need and no shared parking within 1/4 mile; reductions per section 4.12.12.
