Two clearly legible copies in blue or black ink of the plan, in the scale and size required by subsection (d), and one reduced copy of the plan no larger than 11 by 17 inches in size shall be submitted. The plan shall be prepared to the scale of one inch equals 20 feet or larger... No sheet shall exceed 42 inches by 36 inches in size.
