Design
- Design standards
Release rate and pollutant loading of stormwater runoff shall not exceed predevelopment. Channeling runoff directly into water bodies prohibited. Area of land disturbed as small as practicable. Intermittent watercourses preserved in vegetated condition. Detention areas banks slope 3:1 or less. Groundwater withdrawal shall cause no reduction in levels or changes in quality.

- Groundwater use analysis
A groundwater use analysis shall be included for any proposed subdivision with 50 or more lots and an expected groundwater use of 10,000 gallons per day or more. Analysis includes water demands, well screen depths, chloride levels, development plans, drawdown map, supplemental info.
- Performance criteria
Plan must demonstrate: minimize disturbance of existing soils, retain vegetation, minimize impervious cover, maintain buffer strips along water bodies, avoid siting facilities on wetlands, minimize crossing of watercourses, minimize effect of well water use, obtain all permits.
- Plan review procedure
Any person planning a development shall submit a resource quality protection plan. No clearing/grading/building permit prior to approval. Administrator reviews, planning commission recommends within 45 days, administrator approves/rejects within 60 days. Inspections required: initial, erosion control, final.
- Applicability thresholds
For any commercial or industrial development which creates five acres or more of impervious surface, or any subdivision which creates 50 or more lots, a resource quality protection plan must be submitted and approved before plat recording, building permit, grading, clearing, or development commencement.
The board of zoning appeals may grant a variance where applicant demonstrates special circumstances and granting will not significantly increase/decrease runoff, have significant adverse impact on wetlands/watercourses, contribute to degradation of water quality, or impair objectives.
