From the ordinance

In addition, the following overlay districts apply in the unincorporated areas of the county as described herein and shown on maps approved by the board of supervisors, said maps being incorporated herein and made a part of this chapter. Such districts shall be an overlay to the existing underlying zoning districts and as such, overlay regulations shall supplement or qualify the underlying zoning district regulations. In the case of any conflict between the regulations of the overlay district and those of the underlying zoning district, the more restrictive provisions shall apply.
