- ESM plan approval required
A soil erosion control and stormwater management (ESM) plan consistent with the requirements of the Virginia Erosion and Stormwater Management Act (VESMA) and regulations must be designed and implemented during construction activities. Prior to land disturbance, this plan must be approved by the Town of Abingdon in accordance with the VESMA, this division, and attendant regulations.

No person may engage in any land-disturbing activity until a permit has been issued by the Town in accordance with the provisions of this division and the Regulation.

The name of the individual who will be assisting the owner in carrying out the activity and holds a Responsible Land Disturber certificate pursuant to § 62.1-44.15:30 of the Code of Virginia is submitted to the Town.
