ARTICLE 1 — INTRODUCTORY PROVISIONS¹#

1.1 - Purpose.#

The purpose of this ordinance is to protect the public health, safety, and welfare of the people and property of Redwood City and to implement the General Plan.

1.2 - Short Title.#

This ordinance shall be known as, and may be cited as, the "Zoning Ordinance" or "Zoning Code."

1.3 - Effect of Regulation.#

No physical changes to a site or structure or changes in use shall be permitted except in the manner prescribed by the regulations of this Zoning Ordinance.

1.4 - Headings.#

Section headings shall not in any manner affect the scope, meaning, or intent of any of the provisions of this ordinance.

1.5 - Application of State Law.#

The provisions of Chapter 3 (Local Planning) and Chapter 4 (Zoning Regulations) of Title 7 of the Government Code shall not be applicable within the City of Redwood City except to the extent that the same may be specifically adopted by ordinance.

1.6 - Construction.#

A. Order. The provisions of this ordinance shall be construed together as a whole without reference to the order in which such provisions occur.

B. Greatest Amount of Regulation. If any provision of this ordinance conflicts or is inconsistent with any other provision of this ordinance, or of any other ordinance or law, then the provision which imposes the higher degree or greater amount of regulation or control regarding the same or similar subject matter shall govern.

C. Text Controls. Diagrams, figures and other graphics included in this Title are provided for illustrative purposes only. Where there are any perceived conflicts between such diagrams and figures and the accompanying text, the text shall control and apply.

1.7 - Application to Public Bodies.#

The provisions of this ordinance shall not be applicable to the City of Redwood City, the United States Government, the State of California, and cities, counties, rapid transit districts, or certain rail transit districts as provided by Section 53090, et seq., of the Government Code. This ordinance shall be applicable to all other public bodies, except as otherwise provided for in Section 53090 et seq.

1.8 - Severability.#

If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect any other provisions or applications of the ordinance which can be given effect without the invalid provisions or application, and to this end the provisions of this ordinance are severable.
