Chapter 2.06 - MAYOR AND VICE-MAYOR ROTATION#
2.06.010 - Purpose and intent.#
Section 36801 Government Code of the state of California requires that the city council meet after a general municipal election to choose one of its members as mayor and one of its members as mayor pro tempore or vice-mayor. The purpose of this chapter is to set out a method to establish a rotation determining which councilmembers shall be chosen to serve as mayor and vice-mayor each year in order to avoid any misunderstanding or disagreements.

2.06.020 - Establishment of rotation.#
Effective on the first Tuesday following the general municipal election in November, 2000, the rotation for councilmembers determining who shall be chosen to serve as mayor and vice-mayor shall be based, to the extent possible, on the following rules and policies:
(1) The position of mayor shall be filled by an incumbent with at least two years of service on the city council;
(2) Upon the election or appointment of a new councilmember, the new individual shall be placed at the bottom of the rotation list. In the event of an election of more than one new individual to the city council, the ranking of order of the new councilmembers shall be in relation to the number of votes received at the election. The individual with the greatest number of votes shall be placed immediately below the incumbents including incumbents who are reelected. The individual with the second greatest number of votes shall be placed below the first and so on. Following an election, the previous incumbent mayor shall be placed in the rotation above the newly elected councilmembers and below other incumbents, including incumbents who are reelected. Incumbents shall stay in their position in the rotation relative to other incumbents, even after reelection.
(3) In instances where there are four or five new individuals elected to the city council, those individuals filling positions with shorter terms remaining shall be placed at the top of the rotation list, in order of votes received at the election. Councilmembers with longer terms shall be placed below the shorter term councilmembers on the rotation list, in order of votes received at the election.
(4) If multiple appointments are made simultaneously, the rank in the rotation between or amongst the appointments shall be determined by a coin toss.
