1.06.010 - Notice of ordinances.#
A summary of the text of all ordinances and amendments to ordinances shall be published in the official newspaper of the City of Lincoln at least five days before the city council meeting in which the ordinance is to be adopted, and at least one within 15 days after its final passage. The summary published after adoption of the ordinance shall include the name of each city councilmember voting for or against the ordinance. The city attorney or his or her designee shall prepare a fair and accurate summary of the substance and contents of the enacted or amended ordinance, which summary the city clerk shall be responsible to publish in the official newspaper of the City of Lincoln. The notice shall inform the public that the certified copy of the full text of the ordinance is on file in the office of the city clerk, and may be examined or copies thereof obtained during regular business hours. Except for the enactment of urgency ordinances, an ordinance shall not take effect or be valid unless it is published in substantially the manner and at the time.
