Chapter 24 - Elections#

Sec. 24-1. - Wards established.#

(a) The town hereby reenacts and readopts an at-large/ward voting ward system for town elections with two members of the council elected at-large by all of the registered voters and five members of the council elected by the registered voters residing in each of the five wards set forth on the proposed voter ward map of the town prepared by the Central Virginia Planning District Commission. Such map is attached to the ordinance from which this section is derived and filed in the minute book of the council.

(b) The registered voters in each of the five wards shall be entitled to elect one citizen of the town who resides in that ward and who is a registered voter to the position of councilmember. The new wards are to be effective July 29, 2013. The next general election, special election and referendum shall be conducted pursuant to this ward system. The polling places are designated in section 24-2 of the Blackstone Town Code and in the town's redistricting ordinance.

Sec. 24-2. - Polling places.#

The polling places for town elections shall be as follows:

(5) Ward No. E Blackstone Town Municipal Building (a publicly owned building which is handicapped accessible) 100 West Elm Street, Blackstone, Virginia 23824

Sec. 24-3. - [Ward boundary lines and polling places.]#

(a) There shall be five ward election districts named and bounded as hereinafter set forth.

Ward A#

(1) Boundaries. Ward A shall begin at the intersection of the eastern line of South Main Street (Route 40) and the northern line of Bagley Street; thence in a northerly direction along the eastern line of South Main Street to the southern line of East Division Street; thence in an easterly direction along the southern line of East Division Street to the eastern line of North High Street; thence in a northerly direction along the eastern line of North High Street to the northern line of Sullivan Street; thence in an easterly and northerly direction along the northern and western lines of Sullivan Street to the southern line of Pine Road; thence in an easterly direction along the southern line of Pine Road to its intersection with the eastern town limits line; thence in an easterly and southerly direction along the eastern town limits line; thence in a westerly direction along the town limit line to the southern line of East Irvin Street; thence in a westerly direction along the southern line of East Irvin Street to the western line of East Street; thence in a southerly direction along the western line of East Street to the northern line of Jackson Street; thence in a westerly direction along the northern line of Jackson Street to the eastern line of Lester Street; thence in a northerly direction along the eastern line of Lester Street to the northern line of Patterson Street; thence in a westerly direction along the northern line of Patterson Street to the western line of South Harris Street; thence in a southerly direction along the western line of South Harris Street to the northern line of School Street; thence in a westerly direction along the northern line of School Street to the western line of Oak Street; thence in a southerly direction along the western line of Oak Street to the northern line of Bagley Street; thence in a westerly direction along the northern line of Bagley Street to the eastern line of South Main Street, being the point of beginning.

(2) Polling place. The polling place for citizens of Ward A to vote shall be the Blackstone Police Department Building (a publicly owned building which is handicapped accessible) and located at 101 West Elm Street, Blackstone, Virginia.

Ward B#

(1) Boundaries. Ward B shall begin at the intersection of the western line of South Main Street with the northern line of Bagley Street; thence along the northern line of Bagley Street in an easterly direction to the western line of Oak Street thence along the western line of Oak Street in a northerly direction to its intersection with School Street; thence along the northern line of School Street in an easterly direction to the western line of Harris Street; thence along the western line of Harris Street in a northern line of Patterson Street; thence along the northern line of Patterson Street in an easterly direction to the eastern line of Lester Street; thence along the eastern line of Lester Street in a southerly direction to the northern line of Jackson Street; thence along the northern line of Jackson Street in an easterly direction to the western line of East Street; thence along the western line of East Street in a northerly direction to East Irvin Street; thence along the southern line of East Irvin Street in an easterly direction to where the town limits meet the southern line of East Irvin Street; thence in a southerly and easterly direction along the town limits to its intersection with the southern line of West Entrance Road; thence along the southern line of West Entrance Road to where the town limits meet the southern line of West Entrance Road, thence in a southerly direction and thence a westerly direction along the eastern and southern town limit line; thence in a southerly direction along the eastern line of Ridge Road to where the southern town limits meet the eastern line of Ridge Road; thence along the town limits line in a southerly and thence a westerly direction where the southern town limits meets Brunswick Road (Route 46); thence in a westerly and northwesterly direction to where the southern town limits meet South Main Street (Route 40); thence continuing in a westerly direction on the south side of a Dominion Power Transmission Line easement to the east line of College Road; thence in a northerly direction along the eastern line of College Road to the eastern line of College Avenue; thence in a northerly direction to the southern line of Tenth Street; thence in an easterly direction to the western line of South Main Street (Route 40) thence along the western line of South Main Street in a northerly direction to the southern line of Eighth Street; thence along the southern line of Eighth Street in a westerly direction to the eastern line of Lunenburg Avenue; thence along the eastern line of Lunenburg Avenue in a northerly direction to the southern line of Sixth Street; thence in an easterly direction along the southern line of Sixth Street to the western line of Academy Avenue; thence in a northerly direction along the western line of Academy Avenue to the southern line of Fifth Street; thence in an easterly direction along the southern line of Fifth Street to the western line of South Main Street (Route 40); thence in a northerly direction along the western line of South Main Street to its intersection with the northern line of Bagley Street, being the point of beginning.

(2) Polling place. The polling place for citizens of Ward B to vote shall be in the Nottoway County Public Schools Music Building (a publicly owned building which is handicapped accessible) located at 410 South Harris Street, Blackstone, Virginia.

Ward C#

(1) Boundaries. Beginning at point where the western line of South Main Street intersects the southern line of West Elm Street; thence in a westerly direction along the southern line of West Elm Street to the western line of Brown Street; thence in a southerly direction along the western line of Brown Street to the southern line of West Irvin Street; thence in a westerly direction along the southern line of West Irvin to the southern line of Mill Street; thence in a westerly and southerly direction along the southern and eastern lines of Mill Street to the southern line of Church Street; thence in a westerly direction along the southern line of Church Street to the western line of College Avenue; thence in a southerly direction along the western line of College Avenue to the southern line of Fourth Street; thence in a westerly direction along the southern line of Fourth Street to the western town limits line; thence in a southeasterly and southern direction along the town limits line to a point at which the town limits line turns in a westerly direction along the rear of parcels which abut Hungarytown Road; thence to a point at the western town limits line where the town limits line turns in a southerly direction; thence along the town limits line in a southerly direction to the southern line of Tenth Street; thence in a westerly direction along the southern line of Tenth Street to the western town limits line; thence in a southerly direction along the western town limits line to a point where the town limits line turns in an easterly direction; thence along the southern town limits line in a easterly direction to the eastern line of South Main Street (Route 40); thence in a northerly direction to the southern line of a Dominion Power easement; thence in a westerly direction along the Dominion Power easement to the eastern line of College Road; thence in a northerly direction along the eastern line of College Road to the eastern line of College Avenue; thence in a northerly direction along the eastern line of College Avenue to the southern line of Tenth Street; thence in an easterly direction along the southern line of Tenth Street to the western line of South Main Street (Route 40); thence in a northerly direction along the western line of South Main Street to the southern line of Eighth Street; thence in a westerly direction along the southern line of Eighth Street to the eastern line of Lunenburg Avenue; thence in a northerly direction along the eastern line of Lunenburg Avenue to the southern line of Sixth Street; thence in a westerly direction along the southern line of Sixth Street to the western line of Academy Avenue; thence in a northerly direction along the western line of Academy Avenue to the southern line of Fifth Street; thence in an easterly direction along the southern line of Fifth Street to the western line of South Main Street (Route 40); thence in a northerly direction along the western line of South Main Street to the southern line of West Elm Street, being the point of beginning.

(2) Polling place. The polling place for citizens of Ward C to vote shall be the Nottoway County Emergency Squad Building (a publicly owned building which is handicapped accessible) located at 400 Third Street, Blackstone, Virginia.

Ward D#

(1) Boundaries. Beginning at the point where the southern line of Mill Street intersects with the southern line of Fort Avenue; thence in a westerly and southerly direction along the southern and eastern lines of Mill Street to the southern line of Church Street; thence in a westerly direction along the southern line of Church Street to the western line of College Avenue; thence in a southerly direction along the western line of College Avenue to the southern line of Fourth Street; thence in a westerly direction along the southern line of Fourth Street to the western town limits line; thence in a northerly direction along the western town limits line to the northern line of Church Street; thence in an easterly direction to a point where the northern town limits line intersects with the southern line of the Norfolk and Western Railroad; thence in an easterly direction along the southern line of the Norfolk and Western Railroad to the western town limits line; thence in a northerly direction along the western town limit line to the northern line of Nottoway Avenue; thence in an easterly direction along the northern line of Nottoway Avenue to a point where the western town limits line turns in a northeasterly direction; thence in a northeasterly direction along the western town limits line to a point where the western town limits line intersects with the centerline of an unnamed private road; thence in an easterly and northeasterly direction along the centerline of the unnamed private road to the southern line of East Courthouse Road; thence in a easterly direction along the southern line of East Courthouse Road to the western line of Maben Avenue; thence in a southerly direction along the western line of Maben Avenue to the southern line of Nottoway Avenue; thence in an easterly direction along the southern line of Nottoway Avenue to the eastern line of Gravatt Avenue; thence in a northerly direction along the eastern line of Gravatt Avenue to the southern line of Velma Street; thence in an easterly direction along the southern line of Velma Street to a point at the rear of properties which abut Gravatt Avenue; thence in a northerly direction along the line at the rear of properties which abut Gravatt Avenue to the southern line of East Courthouse Road; thence in an easterly direction along the southern line of East Courthouse Road to the southern line of Nottoway Avenue; thence in an easterly direction along the southern line of Nottoway Avenue to the southwestern line of Fort Avenue; thence in a southeasterly direction along the southwestern line of Fort Avenue to the centerline of an alley which parallels South West Avenue; thence in a southwesterly direction along the centerline of the alley which parallels South West Avenue to the centerline of an unnamed tributary; thence in a southerly direction along the centerline of the unnamed tributary to the eastern line of South West Avenue; thence in a northerly direction along the eastern line of South West Avenue to the southern line of Fort Avenue; thence in an easterly direction along the southern line of Fort Avenue to the southern line of Mill Street, being the point of beginning.

(2) Polling place. The polling place for citizens of Ward D to vote shall be the Town of Blackstone Public Works Building (a publicly owned building which is handicapped accessible) located at 630 Church Street, Blackstone, Virginia.

Ward E#

(1) Boundaries. Beginning at a point where the eastern line of Main Street intersects the southern line of Elm Street; thence in a northerly direction along the eastern line of South Main Street (Route 40) to the southern line of East Division Street; thence in an easterly direction along the southern line of East Division Street to the eastern line of North High Street; thence in a northerly direction along the eastern line of North High Street to the southern line of Sullivan Street; thence in an easterly and northerly direction along the eastern line of Sullivan Street to the eastern line of Sullivan Street Extended; thence in a northerly direction along the eastern line of Sullivan Street Extended to the northern town limits line; thence in a westerly and northwesterly direction along the northern town limits line to the eastern line of North Main Street; thence in a northerly direction along the eastern line of North Main Street to a point where the northeastern town limits line turns north; thence in a northerly direction to a point where the northern town limits line turns west; thence to a point where the northern town limits line turns north; thence in a northerly direction to the southern line of East Colonial Trail Road (Route 460); thence in a westerly direction along the southern line of East Colonial Trail Road (Route 460) to the centerline of an unnamed tributary; thence in a southerly direction along the centerline of an unnamed tributary to a point where the northwestern town limits line turns east; thence in an easterly direction along the northwestern town limits line to a point where the town limits line turns south; thence in a southerly direction along the town limits line to a point where the town limits line intersects with the centerline of an unnamed private road; thence in an easterly and northeasterly direction along the centerline of the unnamed private road to the southern line of East Courthouse Road; thence in an easterly direction along the southern line of East Courthouse Road to the western line of Maben Avenue; thence in a southerly direction along the western line of Maben Avenue to the southern line of Nottoway Avenue; thence in an easterly direction along the southern line of Nottoway Avenue to the eastern line of Gravatt Avenue; thence in a northerly direction along the eastern line of Gravatt Avenue to the southern line of Velma Street; thence in an easterly direction along the southern line of Velma Street to a point at the rear of properties which abut Gravatt Avenue; thence in a northerly direction along the line at the rear of properties which abut Gravatt Avenue to the southern line of East Courthouse Road; thence in an easterly direction along the southern line of East Courthouse Road to the southern line of Nottoway Avenue; thence in an easterly direction along the southern line of Nottoway Avenue to the southwestern line of Fort Avenue; thence in a southeasterly direction along the southwestern line of Fort Avenue to the centerline of an alley which parallels South West Avenue; thence in a southwesterly direction along the centerline of the alley which parallels South West Avenue to the centerline of an unnamed tributary; thence in a southerly direction along the centerline of the unnamed tributary to the eastern line of South West Avenue; thence in a northerly direction along the eastern line of South West Avenue to the southern line of Fort Avenue; thence in an easterly direction along the southern line of Fort Avenue to the southern line of West Irvin Street; thence in an easterly direction along the southern line of West Irving Street to the eastern line of Brown Street, thence in a northerly direction along the eastern line of Brown Street to the southern line of West Elm Street; thence in an easterly direction along the southern line of West Elm Street to the eastern line of South Main Street (Route 40), being the point of beginning.

(2) Polling place. The polling place for citizens of Ward E to vote shall be the Blackstone Town Municipal Building (a publicly owned building which is handicapped accessible) located at 100 W. Elm Street, Blackstone, Virginia.
