Article 4. General Provisions#
Section 4.1. Fiscal Year#
The fiscal year of the town shall begin on July 1 of each year and end on June 30 of the following year.
Section 4.2. Continuation of Ordinances#
All ordinances now in force in the town of Blackstone, not inconsistent with this Charter, shall remain in force until altered, amended or repealed by the Council.
Section 4.3. Severability of Provision#
If any clause, sentence, paragraph, or part of this charter shall for any reason be adjudged by a court of competent jurisdiction to be invalid, such judgement shall not affect, impair or invalidate the remainder of the charter, but shall be confined in its operation to the clause, sentence or part thereof directly involved in the controversy in which judgement shall have been rendered.
Section 4.4. Eminent Domain#
The power of eminent domain as set forth in Code of Virginia, tit. 15.1 and Code of Virginia, tit. 25, as amended, is hereby conferred upon the town of Blackstone, including the power to issue certificates pursuant to Code of Virginia, §§ 33.1-1—33.1-132, as amended.
